Qatar has introduced two residency visa categories aimed at high-growth entrepreneurs and senior executives. The policy strengthens the country’s effort to attract experienced founders and corporate leaders who can contribute to private sector expansion.
Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani announced the visas during the opening night of Web Summit Qatar 2026. The government framed the move as part of its broader economic development strategy.
Executive Visa Focuses on Private Sector Growth
The executive residency visa targets senior professionals who play a direct role in scaling companies and strengthening operations in Qatar. The category supports leaders who bring sector expertise, managerial depth, and long-term business commitment.
By attracting established executives, Qatar aims to deepen institutional capability and accelerate knowledge transfer across industries.
Entrepreneur Visa Supports Founders Building in Qatar
The entrepreneur residency visa provides a defined pathway for founders, partners, and innovators who plan to establish or expand ventures within Qatar.
Holders receive a five-year self-sponsored residency, with renewal options. The programme also offers priority access to business support services and innovation networks. Authorities have outlined structured processes to ease licensing, onboarding, and work permits.
Entrepreneurs gain direct access to incubators, accelerators, and strategic partners operating across Qatar’s business ecosystem.
Invest Qatar Links Policy to Long-Term Strategy
Sheikh Ali bin Alwaleed Al Thani, CEO of Invest Qatar, said the visas reflect Qatar’s commitment to attracting global innovators and business leaders.
He stated that the initiative supports the country’s long-term economic plans and strengthens its position as an international business destination connected to global markets. The policy aligns with the Third National Development Strategy.
Qatar Development Bank Connects Visas to National Vision 2030
Abdulrahman bin Hesham Al-Sowaidi, CEO of Qatar Development Bank, said the residency categories advance the goals of Qatar National Vision 2030, which prioritises building a knowledge-based economy.
He added that Qatar Development Bank will support entrepreneurs and executives through funding access, capital facilitation, capability development, and market opportunities. These measures aim to strengthen private sector participation and diversify the national economy.
Policy Signals Long-Term Talent Strategy
The five-year self-sponsored residency structure reduces dependency on employer sponsorship and gives qualified professionals greater flexibility. Combined with structured business support and ecosystem access, the programme positions Qatar as a stable base for founders and corporate leaders seeking regional expansion.
