ISRO says private sector participation will expand India’s space industry while allowing the agency to focus on advanced research, new technologies, and major national missions.
The Indian Space Research Organisation (ISRO) has rejected speculation that it is being privatised or that its importance in India’s space programme is being reduced, saying the growing role of private companies is instead part of a broader expansion of the country’s space ecosystem.
In a clarification issued on September 6, ISRO said reports suggesting an attempt to privatize the organization or diminish its role were “baseless and incorrect”. The agency said it would remain India’s principal institution for advanced space research and technology development, national and strategic missions, space science and exploration, and critical and frontier capabilities.
ISRO said the change taking place is not about reducing its importance but about increasing the scale and changing the structure of India’s space industry.
“ISRO will neither be privatised nor will its importance be diminished,” the organization said, adding that greater private-sector participation would allow it to concentrate more strongly on the next generation of India’s space programme while industry scales technologies that are already mature.
Why the ISRO Privatisation Debate Started
The controversy followed remarks by Pawan Goenka, chairman of the Indian National Space Promotion and Authorisation Centre (IN-SPACe), at a public event on August 21.
Goenka said ISRO was expected to gradually move away from manufacturing launch vehicles and routine satellites, with such production eventually handled by industry or a public-sector undertaking. The proposed shift would allow ISRO to concentrate on research, advanced technologies, scientific missions and space infrastructure.
Those comments prompted concerns within the organisation.
Nine employee associations representing staff from different ISRO centres wrote to chairman V. Narayanan on September 4 seeking written clarification on the future of manufacturing and operational functions, including the implications for existing employees and future recruitment. The associations questioned whether the proposed changes were backed by a formally communicated policy and asked for clarity on how the transition would be implemented.
The dispute therefore centres less on whether private companies should participate in the space sector and more on how far that participation will extend into functions historically carried out by ISRO.
ISRO Will Remain Focused on Advanced Missions
ISRO’s latest statement makes clear that the organisation expects its core responsibilities to remain firmly in government hands.
The agency said it will continue to lead advanced space research and technology development, national and strategic missions, space science and exploration, and critical capabilities that require long-term government investment and expertise.
The distinction is important. An organisation can remain fully government-owned while transferring the commercial production of mature technologies to industry.
That is broadly the direction India has already taken in several areas of space manufacturing.
Private Industry Is Already Building ISRO-Developed Rockets
The transition from government-led production to industry-led manufacturing is not a future possibility alone. It is already underway.
In September 2025, ISRO, NewSpace India Limited and IN-SPACe signed an agreement with Hindustan Aeronautics Limited (HAL) to transfer the technology of the Small Satellite Launch Vehicle, or SSLV. The deal followed a competitive bidding process in which HAL emerged as the successful bidder with a ₹511 crore offer.
The SSLV is a three-stage, all-solid rocket designed to place satellites weighing up to 500 kg into low Earth orbit. Under the technology-transfer arrangement, HAL is being trained by ISRO and will develop the capability to independently build and commercialise the vehicle.
The move was significant because it marked a full technology transfer of an ISRO-developed launch vehicle to an Indian industrial company.
PSLV Production Is Also Moving to Industry
The Polar Satellite Launch Vehicle, or PSLV, is another example of the changing division of responsibilities.
ISRO has been working towards the end-to-end production of PSLVs through industry. The Department of Space, through its commercial arm NSIL, has contracted the HAL-led consortium with Larsen & Toubro to produce five PSLV-XL vehicles. According to ISRO’s 2025-26 annual report, the first Indian industry-produced PSLV, designated PSLV-N1, was scheduled for launch in 2026.
ISRO has also previously outlined a model in which regular PSLV production is undertaken by an industry consortium, allowing the space agency to focus on mission analysis, planning and configuration controls while devoting more of its resources to advanced programmes.
That means the debate over ISRO’s role is really about where the boundary between government research and industrial production should sit.
India Wants a Much Larger Space Economy
The push for greater private participation is closely tied to India’s ambition to expand its space economy.
Government estimates put India’s space economy at around $8.4 billion, with the country targeting approximately $44 billion by 2033, equivalent to around 8% of the global space economy. More recent government estimates have put the current value at about $9 billion and projected growth to roughly $40 billion to $45 billion over the next decade.
India’s space ecosystem has expanded rapidly since reforms opened more activities to private companies and start-ups. The government said in January 2026 that around 1,050 private companies had provided their capabilities through the IN-SPACe Digital Platform, while 108 authorisations had been granted to non-government entities by July 2026 for activities including satellite operations and launches.
The wider objective is to have private companies handle more commercial and mature technologies while ISRO takes on missions where long development cycles, high technical risk or strategic considerations make government leadership especially important.
India’s Commercial Launch Business Is Already Significant
India has also built a sizeable commercial launch record through ISRO.
Between January 2015 and December 2024, India launched 393 foreign satellites and three Indian customer satellites on a commercial basis using PSLV, LVM3 and SSLV launch vehicles.
The government said these foreign satellite launches generated nearly $143 million and €272 million in foreign exchange revenue.
The commercial opportunity is expected to expand further as more Indian companies enter satellite manufacturing, launch services, space-based data, communications and related ground infrastructure.
The Real Question Is How Far the Transition Goes
ISRO’s statement settles one part of the controversy: the organisation is not being privatised, and the government does not intend to diminish its strategic or scientific importance.
It does not, however, provide a detailed public roadmap for every manufacturing and operational function that could eventually move to industry.
That distinction matters.
India can have a fully government-owned ISRO while allowing private companies and public-sector firms to build rockets, satellites and other systems using technologies developed through government-funded programmes.
The existing SSLV and PSLV arrangements show that this model is already taking shape.
For ISRO, the next phase may therefore involve doing less routine production rather than becoming less important. The agency’s own explanation is that private participation should give it greater room to work on advanced technologies, scientific exploration and major national missions while industry builds the capacity needed for a much larger commercial space sector.
That could become increasingly important as India seeks to move from a space economy worth roughly $9 billion today towards the government’s $40 billion to $45 billion ambition over the next decade.
The question now is not whether private companies will have a larger role in India’s space programme. That shift is already underway. The bigger question is how the responsibilities between ISRO, public-sector companies and private industry will ultimately be divided.
